Summary: Initial bill passed by House on 12-17-07 did not include funds for Iraq (but did include funds for Afghanistan). Summary: Amended version of HR 1585 to comply with President's veto objection to Section 1083. Revised version gives President power to waive Iraq Govt. liability for claims by victims of terrorism prior to enactment of law as long as Iraq remains "a reliable ally of US." Presidential Action: Presidential Signing Statement for HR 4986 Defense Authorization
Act of Fiscal 08.

Summary: On 01-28-08 Pres Bush issued a Signing Statement declaring his power to waive four sections of HR 4986:

SEC. 841. COMMISSION ON WARTIME CONTRACTING IN IRAQ AND AFGHANISTAN.
Establish 8-member commission to assess contracting in Iraq and Afghanistan

SEC. 846. PROTECTION FOR CONTRACTOR EMPLOYEES FROM REPRISAL FOR DISCLOSURE OF CERTAIN INFORMATION. Strengthens whistleblower protection for disclosures on Defense Department contracts.

SEC. 1079. COMMUNICATIONS WITH THE COMMITTEES ON ARMED SERVICES OF THE SENATE AND THE HOUSE OF REPRESENTATIVES. Intelligence reports delivered within 45 days of requests by Senate and House Armed Services Committees

SEC. 1222. LIMITATION ON AVAILABILITY OF FUNDS FOR CERTAIN PURPOSES RELATING TO IRAQ. No funds for permanent bases or to exercise US control of Iraqi oil resources.
